Four !VoIP clients (mobile phones) don't eat all the bandwidth in a production system, so I don't think it was a bandwidth issue, more likely something with the Hotspot Mode in Network Manager -

So I think the problem was a combination of running #FreeSWITCH in a VM and using Hotspot Mode
