@mk sounds like what I've done with the new school of music website. (sample: http://music.louisiana.edu/prospective.html) it's mostly html5 and css with responsive design, looks good on phones of different sizes. I use JavaScript on one page (the one I just linked to) to hide longish descriptions of our degree programs but otherwise it's all html5/css. Mytinytodo list has php index files and I'm not sure how to set the parameter for detecting screen size. I'll have to look into this. To access the mobile theme right now you actually append "?pda" to the URL.
