Is there a data/network system that can be synced wirelessly or wired *and* carried via sneakernet? Maybe I'm describing parts of a mesh.

I was just thinking of an isolated network that I could connect to with my phone or laptop, get a backhaul of data, walk to another location and propagate that information to a separate network.

I'm trying to think of an example because I'm not sure I'm making much sense. Maybe it'd be best for me to hack something together. It's definitely a peering system but I considered maybe peering with servers for localized information that shouldn't be propagated.
